Serves as a cyber engineering technical expert on mission critical infrastructures, systems, hardware, and software associated with Cyber Warfare and Computer Network Operations. Applies professional knowledge of scientific and engineering concepts and principals to assess specific system and platform requirements, delineates appropriately engineered system and infrastructure designs and reviews functional test and evaluation requirements for mission critical systems and components.
Coordinates with Program Managers and end users to develop detailed understandings of customer needs, ensuring appropriate requirements maturation is achieved for particular system aspects and / or components. Employs strong leadership characteristics and have experience managing tasks and coordinating efforts across multi-functional product teams simultaneously, providing expertise in analyzing programmatic risks / opportunities in the areas of cost, schedule, and performance parameters. Provides technical support and programmatic review to contractual activities such as contract and task order development, requirements definition and system and component specification design in support of Cyber Division events and interests.
Compiles documentation for the execution of pre- and post-award activities for sensitive, high visibility task orders and contract vehicles to include, but not limited to acquisition strategy development, technical market research, requirements development, performance work statements, statements of work, and justification and approval documents. Assists program managers in developing, implementing, and revising contract strategies, requirements documentation and program schedule.
BS in related field
Minimum 9 years experience in Engineering and / or Cyberspace Operations
Experience in requirements development and Cyber Test and Evaluation (T&E)
Knowledge of contracting concepts, FAR, DFAR and agency supplements
Ability to obtain and maintain a security clearance
MS in related field
Prior experience in Army acquisition
Army project office or Army Contracting Command experience
DAWIA acquisition certification
Technical certification - CISSP, Security , CISM
Honesty, superior ethics
Interpersonal savvy, excellent communication skills
